Former Panamanian president, Manuel Noriega, can be extradited to France, following his release from a Miami-area federal prison, on September 6, according to a federal court.
In 1999, a French court found Noriega guilty, in absentia, for money laundering, and subsequently sentenced him to ten years in prison.
If I were him, I'd appeal.
He should be careful, though. The United States might get really upset and hang him, like Saddam, if he gets too sassy.
